<br />~ <br />c.! <br />~ the Federal government implement a program to financially assist the <br />~ State and local communities to construct facilities necessary to <br />QQ provide an acceptable water supply within the Safe Drinking Water <br />~ Standards. <br /> <br />Surface water supplies within the Canadian River Basin and the <br />Red River Basin above Denison Dam have excessive salinity. Both <br />the Corps of Engineers and the Bureau of Reclamation are studying <br />the problem. Most of the salinity is contributed to the river flows <br />from springs and seeps. Those identified sources can be controlled <br />by various structural measures. Texas recommends both the Bureau <br />of Reclamation and the Corps of Engineers be funded to implement a <br />salinity control program. The water supply in both river basins is <br />needed to meet predicted demands. <br /> <br />Texas suffers large annual damages from stream flooding. In the <br />Red, Sulphur, and Cypress Creek Basins the average annual damages <br />experienced are about $860,000. The majority of those damages are <br />crop and pasture which cannot be alleviated by flood plain zoning. <br />It is recommended that structural measures continue to be implemented <br />for flood control. Such flood control measures will have a positive <br />impact upon agricultural productivity and the Texas and National <br />economy. <br /> <br />Texas recognizes the need to achieve a balance between develop- <br />ment and environmental concerns. However, water resource development <br />with strong economic needs have been unnesessarily delayed or obstructed <br />by uncertain and vacillating environmental program administration. <br />Texas recommends a more responsive and expeditious environmental pro- <br />gram related to water resource development. <br /> <br />, <br /> <br />22 <br />
