':":) C) N ~ --J ~ The Arkansas-White-Red Basins Inter-Agency Committee concurs with the objectives of Public Law 94-587. Louisiana considers the restudy of importation of Missis6ippi River water to the High Plains Region a waste of time and money. The money authorized under Public Law 94-587 should be spent in studying other alternatives to increas- ing the water supply of the Region. NEED FOR LEVEL B STIJDIES This is a principal function of the Assessment, to determine where Level B planning should be done to develop recommendations and conclusions rel~ing to solving severe problems. The Arkansas-White-Red Bssin Inter-Agency Committee has concluded that Level B studies in the AWR Region are not recommended at this time. SPECIF!C CONCLUSIONS AND RECOMMENDATIONS , ARKANSAS Expand the USGS groundwater program so that a more useable inven- tory of water resources, including quality, can be produced. The Ozarks region of the state is in particular need of this work. Funds available for cost sharing with local entities on water supply construction should be increased on the Federal and State levels. Negotiations on the creation of an interstate compact between Missouri and Arkansas should begin as soon as Missouri gives authority to enter such negotiations. P. L. 566 watershed program should be continued and expanded. State legislation to sllow interbasin water transfer in Arkansas has been proposed and should be passed. Federal legislation should be enacted which wo~ld allow realloca- tion of storage in Corps of Engineers lakes. This would enable storage to be allocated to municipal and industrial USes as well as wildlife protection. '.' Flood plain information studies should be expedited and the Flood Insurance Program should be enhanced.
