<br />ANNUAL REPORT OF THE OPERATIONS SECRETARY

<br />ARKANSAS RIVER COMPACT ADMINISTRATION

<br />November I, 1993 to October 31,1994
<br />
<br />Winter storage began in John Martin Reservoir at 0001 hr, November I, 1993. At that time the
<br />conservation pool was empty and the reservoir accounts contained 41,275.00 a.f. distributed as follows:
<br />32,812.54 a.f. in Agreement Accounts and 8,462.46 a.f. in the Pennanent Recreation Pool. Adjustment
<br />of Agreement accounts transferring excess water remaining in the Kansas transit loss account at the end
<br />of the 92-93 compact year into Kansas and Colorado storage accounts was accomplished on November I,
<br />1993. Winter storage ended at 2400 hr., March 31, 1994. During this period 62,11 1.50 a.f. was stored.
<br />Of this amount, 33,488.17 a.f. was stored in the conservation pool and 28,623.42 a.f. was stored under
<br />the winter storage program in Article III accounts. This water was allocated to various accounts as
<br />specified in the Operating Plan adopted by the Compact Administration on April 14, 1980.
<br />
<br />Transfer of conservation pool water to accounts began at 0001 hr, April I, 1994, at a rate of 1250 cfs.
<br />The conservation pool was emptied at 0726 hr, April 19. During the time that transfer was being
<br />accomplished 6,61639 a.f. was stored under summer storage conditions. In addition, 10,959.29 a.f. of
<br />conservation storage occurred on May 11-18,27,670.37 a.f. occurred on June 4-17, 2,789.47 a.f.
<br />occurred on August 14-15, and 4,034.41 a.f. occUlTed on August 3 I-September 2, 1994. This water was
<br />all transferred to accounts as provided for in the 1980 Operating Plan.

<br />The Colorado Division of Wildlife again negotiated for the purchase of trans-mountain water this year.
<br />This water was moved downstream to the Pennanent Recreation Pool in John Martin in June and July.
<br />The amount stored in the pool was 7,747.41 a.f.
<br />
<br />A run to the State of Kansas was begun at 0900 hr, June 15, at a rate of 400 cfs. This run continued until
<br />2019 hr, July 27, when the Kansas account was emptied. Credit for delivery to the state line was taken
<br />only for an amount equal to the release from the State of Kansas account
<br />
<br />Beginning on July 20, with prior approval of the Administration, 2,000 a.i. of trans-mountain project
<br />water was released from Pueblo Reservoir for the City of Lamar, Colorado. A transit loss was calculated
<br />and 1,399.65 af was stored in John Martin Reservoir for the City of Lamar. Releases to the City from
<br />this account began on July 25 and the account was dry by 1027 hr, August 17.

<br />The residual contained in the transit loss account at the end of the 1994 Compact year proved to be one
<br />of the largest on record. At 2400 hours on October 31, 1994 the account contained 21,811.61 a.f. At the
<br />end of the 1993 year the account contained 13,847.08 a.f.
<br />
<br />At the close of the Compact year, the reservoir accounts contained 65,254.67 a.f. This is about 24,000
<br />a.f. more than on the same date last year.
