<br />. . <br /> <br />. <br /> <br />c'~ <br />'~"itP P END IX C <br /> <br />NAVAJO DAM AND RESERVOIR <br />-- <br /> <br />Navajo Dam and Reservoir were authorized as a Storage Unit of <br />Colorado River Storage Project instead of as a participating project or <br />a part of the Navajo Indian Irrigation Project because: <br /> <br />(1) New Mexico could not afford to have its cost paid from <br />her share (171) of apportioned power revenues. The <br />apportionment of excess power revenues among the four <br />Upper Division States was based accordingly. <br /> <br />(2) Navajo Reservoir was sized (1.7 million acre ft) to pro- <br />vide storage for river regulation and future hyroelectric <br />power generation as well as for depletions of water by <br />the Navajo Indian Irrigation Project. <br /> <br />(3) The costs of Navajo Reservoir have been allocated among <br />the other Storage Units between mainstem irrigation and <br />mainstem power costs. With the exception of minor alloca- <br />tions of costs to fish and wildlife, recreation, and muni- <br />cipal and industrial water, the costs of Navajo Reservoir <br />are being repaid by power revenues from the sales of power <br />generated at Glen Canyon, Flaming Gorge, and the Aspinall <br />Storage Unit. <br /> <br />I <br /> <br />, <br />, <br /> <br />r~ <br /> <br />., <br /> <br />(4) The benefits of the Navajo Storage Unit, particularly in the <br />form of river regulation, were to accrue to the entire Upper <br />Colorado River Basin. Had this not been the case, the States <br />of Colorado, Utah, and Wyoming would not have agreed to the <br />apportionment formula that reduces their 831 of the excess <br />power revenues in the Basin Fund in order to aid in the <br />repayment of the reimbursable construction and O&M costs of <br />Navajo Dam and Reservoir.
