Once jeopardy opinions are issued (assuming no. net depletion <br />policy continues) for the cumulative depletions, Reclamation Wo.uld seek <br />exemptio.n for all projects in keeping with the ESA while concurrently seeking <br />a legislative remedy to the situation (December 1, 1990). ' <br />I <br /> <br />Reclamation Policy in the Interim <br /> <br />Reclamation believes that recovery of the endangered fishes can be achieved <br />in the Green and Colorado River basins regardless o.f what happens in the San <br />Juan. To that end and through the Secretary of the Interior, Reclamation has <br />signed, participated in and fully funded the Recovery Implementation Plan <br />(RIP). <br /> <br />Nonetheless, Reclamatio.n believes that enhancement o.f additio.nal po.pulations <br />in the San Juan River (which are o.utside the scope of the RIP) can be used to. <br />assist in the likelihood o.f recovery of these fishes. We, therefore, are <br />continuing to assist in future field studies and the preparation of a San <br />Juan River Fishery Management Plan for squawfish and razorbacl<s. Further, <br />Reclamation stands ready to commit funding and water to the extent reasonably <br />possible to enhance the populations consistent with both ongoing and existing <br />project authorities, State water right laws and Indian settlement agreements. <br />
