<br />vOir The 14 miles from China Gulch <br />to Crooked Creek qualify as scenic: <br />the remainmg 178 miles qualify as <br />wild. <br />The Regional Of/Ice is im\latmg <br />studies m 1977 of a 146-mile seg- <br />ment of the John Day River in Ore. <br />gon and a 35-mile segmen! 01 the <br />Snake River in Washington, Oregon <br />and Idaho. The field portions 01 <br />these studies, dral1 reports, and <br />Environmental Impact Statements <br />will be prepared and submilled to <br />the Congress and the Council on <br />EnVifonmenlal Quality, likely in <br />1979. <br />The Northwest Regional Olfice <br />also has been involved In ellorts to <br />protect a 9O-mile segment of the <br />Deschutes River in Oregon extend- <br />ing from the Pelton Re-regulating <br />Dam downstream to the mouth of <br />the river. Three other entities also <br />are involved in the eltort to prOlect <br />Ihe Deschutes, These are the Warm <br />Springs Indian Reservation which <br />owns land along the upper portion <br />01 the river, the Bureau of Land <br />Management which administers ad- <br />ditional land along the river, and <br />the State of Oregon which, by virtue <br />of the river being in Its scenic <br />.....aterways system, has responsibil- <br />ity to protect lhose portions of the <br />river which are bounded by prl- <br />vately-o.....ned lands, For several <br />years, the Warm Springs Indians, <br />the Slate, the Bureau of land Man- <br />agement, and the Bureau 01 Out- <br />door Recreation have cooperated in <br />drafllng legislation .....hich woutd add <br />the Deschutes to the National Wild <br />and Scemc Rivers System and <br />thereby achieve protection Irom <br />Federal licensing or developments <br />.....hich are not accomplisl1ed by the <br />river being in the Oregon Scenic <br />Waterways Syslem. The segment <br />of river from Hells Canyon Dam <br />downstream to Plltsburg landing, a <br />distance 01 approximately 32 miles, <br />was deSignated a Wild River and <br />the segment Irom Pmsburg landing <br />downstream to approximate fiver <br />mile 180.1, distance of approxi- <br />mately 35 miles, was designated a <br />Scenic River. Public Law 94-t99 <br />also designated as a study river that <br />portion 01 the Snake River Irom <br />approxlmale rlvel mile 180 1 to the <br />lown 01 Asotin, Wash., a distance of <br />approximately 32 miles Manage- <br />ment 01 the deSIgnated Wild and <br />Scenic River is vested with the Sec- <br />retary of AgrlcullUfe The Bureau <br />oj Outdoor Aecreallon is making <br />the study of the "Study River" seg- <br />ment 10 determine whether or not <br />it qualifies lor deSignation and. It <br />so, whether it should be classi!led <br />as W,Id, Scenic. or Recreational <br />PubllC law 94-199 creating the <br />Hells Canyon National Recreation <br />Area also eslablished RatHo River <br />in Idaho as a Wild River under the <br />Wild and Scemc Rivers Act Total <br /> <br />-- <br />length of Rapid River and its Wesl <br />Fork thus classified lotals approxi- <br />mately 27 miles. Management is <br />vested wllh the Secretary of Agri- <br />culture and IS being accomplished <br />by the U,S. Forest Service <br />A detailed boundary descriptIon <br />and management plan is be'"9 de- <br />veloped by the Forest Service lor <br />those segmenls 01 the Snake and <br />Rapid Rivers classified as Wild or <br />Scenic in the National Recreation <br />Area legislation <br />The Miadle ForI<. 01 the Clear- <br />warer Wild and Scemc River, an <br />","stant" component in the system, <br />includes the Selway River; the <br />ClealWater, Nezperce. and Bitter- <br />root National Forests share respon- <br />Sibility for Its management. <br />The Clearwater and lochsa seg- <br />ments flow along U,S Highway 12 <br />and are bordered by some rural de- <br />velopment. The lower and upper <br />sections 01 the Selway are also <br />roaded. However, 50 miles of the <br />river's mid-section passes through <br />the Selway BillerrOot Wilderness. <br />The Wild Section of the Selway <br />has become popular With white- <br />waler boaters To preserve Its qual- <br />Ity and pflSline conditIon. bOat <br />launches have been limited to one <br />party of 16 per day. Reservalions <br />are allocated by loltery With appli- <br />cations accepted annually during <br />the period December 1-January 31, <br />Wilderness IS the most limiting <br />claSSificatIon atjectlng thiS section <br /> <br />1 <br /> <br />I <br />
