<br />w <br />C1> <br />tv <br />I-' <br /> <br />The costs of the Yuma Desalting Plant presented on Table 2 are in terms <br />of cost per unit of installed desalting plant capacity, per acre-foot of <br />water desalted, and per ton of salt removed. <br /> <br />J. Status <br /> <br />Nearly all work on the Yuma Desalting Plant has been delayed significantly <br />due to protests lodged by unsuccessful proposers of membrane equipment. <br />As may be seen in Figure 6 (following page 45), these protests required <br />almost exactly 1 year to resolve. The Comptroller General denied all <br />protests and the U.S. District Court of the District of Columbia refused <br />to enjoin award. A summary of the Comptroller General's decision is included <br />in Appendix E. ' <br /> <br />Contract award has now been made, however, and work is underway on the <br />other speCifications needed for construction. The first of these, for the <br />intake and sedimentation system, is to be released in r~arch 1979 to be <br />followed by several others, including the main pretreatment specifications <br />in about December 1979. This schedule will allow plant startup (first <br />production) in mid-1982 and final completion i~ 1983. This is an overall <br />delay of.about 16 months from the late 1981 date previously scheduled. <br /> <br />, <br /> <br />20 <br />
