<br />NEBRASKA'S STATE WATER PLAtI <br /> <br />Nebraska Revised Statutes ~ 2-1507 (7) (Supp. 1967) di rects the <br />Nebraska Soi I and I'later Conservation Commission to "plan, develop, and <br />encourage the implementing of a comprehensive program of resource devel- <br />opment, conservation and uti lization for the soi I and water resources <br />of this state in cooperation with other local, state and federal a~encies <br />and organizations." <br /> <br />Legislative Resolution 5, of the 1967 Legislature, (Reaffirmed by <br />L.R. #72 -- 1969 Session) specifically directed the Nebraska Sol I and <br />Water Conservation Commission to "...prepare a comprehensive water and <br />related land plan for the State of Nebraska, such framework plan to be <br />completed no later than June 30, 1971, and to be known as the State <br />I'Jater P I an." I n add it i on to an ana I ys i sand eva I uat i on of the state's <br />water and land resources, the Resolution directed that the State Water <br />Plan include an examination of le~al. social, and economic factors <br />associated with resource development. <br /> <br />tJebraska's State Water Plan, as establ ished by the Commission, <br />wi I I consist of the fol lowing four sections: <br /> <br />Section 1. The Framework Study - The framework study is based on <br />reconnaissance type investiQations and makes use of presently avai lable <br />planning data in formulation of the framework plan. Basic objectives <br />of the study were to assess the present quantity, distribution, quality, <br />and use of rJebraska' s water and I and resources and to prov i de a broad, <br />flexible guide to the best uses of these resources to meet current and <br />future needs. <br /> <br />Section 2. Basin Studies - This section wi I I consist of studies <br />of individual river basins. The studies wi I I be made in the detai I <br />necessary to identify potential projects, estimate project costs and <br />benefits, su~~est the order of development, show the relationship of <br />each project to the state's framework plan, and recommend local action <br />to accelerate resource development. <br /> <br />Section 3. Status Summary - Significant water resource development <br />projects which have been proposed for future development are described <br />in the :,tatus Summary of Potentia I Projects. It wi II be updated peri- <br />odically to reflect new proposals and prOQress in resource planning. <br />The Status Summary section of the State Water Plan wil I also include <br />a report summarizing the present status of water resource development <br />in the State. <br /> <br />Section 4. Special Recommendations - This soction consists of <br />recor:lrendat ions for act i on by the Leg i s I ature, Governor, and vari ous <br />units of government to improve the conservation, development, manage- <br />ment, and ut i I i 2at i on of. IJebraska' s . I and and water resources. The <br />recommendations wi I I be prepared as the need for action becomes apparent <br />and are to include a thorough study of the legal, social, and economic <br />aspects of major problems of resource development. <br /> <br />iv <br />
