<br />OOlH6 <br /> <br />Preface <br /> <br />A completely new type of governmental agency <br />was created when the Northern Colorado Water <br />Conservancy District was formed in September 1937. <br />Since it is the first District of its kind, the Directors <br />and ofricers have a continual task or establishing <br />new policies and procedures for accomplishing nu- <br />merous [unctions legally required of conservancy <br />districts. Thus, this District is the pioneer in a new <br />field or operation. <br />Beginning in 1957 the nearly 3.000 water allot. <br />ment contracts between the District and water UGers <br />will become eCfective for the delivery of water and <br />the assessment of payments. Many problems arising <br />from the new type of operation have already been <br />solved. No doubt there may be other new and uniQue <br />problems remaining to be met. <br />Members of the Board of Directors, since District <br />inception, have given careful and sincere considera. <br />tion to the establishment of policies and procedures <br />which will give adequate service with a minimum of <br />"red tape" for the water users and with efficiency <br />and economy on the part of the District. <br />The Directors believe that the dIstribution of <br />the accompanying Rule,s and Regulations of the <br />Board may be helpful and informative to all water <br />allottees of the district. <br /> <br />Board of Directors <br /> <br />J.
