The requirements are quite clear. The report must identify waters in Colorado

which cannot meet water quality standards or are not meeting designated

beneficial uses due to pollution from nonpoint sources, and the type of

nonpoint activity or specific source which causes this problem. The report

must also identify programs and sources of funding for programmatic solutions.
