Nonpointsource water pollution, that is' <br /> <br />pollution which is not regulated as point sources and is caused by diffuse <br /> <br />sources, is recognized as a serious impediment to meeting the goals of the <br /> <br /> <br />. W~ Clean Water Act. This new section provides <br /> <br />the legal basis for the implementation of nonpoint source programs"and, <br /> <br />identifies the requirements states must meet to qualify for assistance under <br /> <br />the Act. Section 319 stresses two items which must be completed. by a state <br /> <br />previous to consideration for grants to ameliorate nonpoint source problems. <br /> <br />These are: <br /> <br />1) State assessment report <br /> <br />2) State management program <br /> <br />-29- <br />
