The description of the operating process is not accurately <br />described. It does not appear to have considered all <br />factors. <br /> <br />6. The alternative should address meeting, not violating, the <br />operating criteria in this alternative. <br /> <br />7. The water release constraints should be listed first in the <br />alternative and then the daily operating criteria. <br /> <br />8. The alternative is not clear on the continuing power <br />marketing criteria given the fact that new contracts are <br />under way. Does no action mean no new contracts? <br /> <br />9. What additional activities are tied/mandatory to this <br />alternative? <br /> <br />10. Trout fishing regulations should be specified in the No <br />Action Alternative. <br /> <br />11.
