The alternative needs a statement of purpose of the Glen <br />Canyon Dam as per the Colorado River storage project Act and <br />the Colorado River Basin Project Act. <br /> <br />10. There needs to be a clear statement of the effect of the <br />implementation of the uprate and rewind since this is what <br />started this entire process. <br /> <br />11. The alternative needs to state that Glen Canyon Dam is <br />operating under a 1978 Jeopardy opinion. <br /> <br />12. How will future water demands (development) in the Upper <br />Basin affect the dam operations? If this has an affect it <br />needs to be identified. <br /> <br />13. Is there a proposed action? Is this EIS on the operation of <br />the Dam? <br /> <br />14. How are monthly releases from the dam determined? More <br />detail on the procedures for determining operations needs to <br />be provided. This alternative says nothing about how <br />administrative decisions are made on the operations, ie. who <br />participates, what criteria are used. <br /> <br />PART 4 - LONG LIST OF ELEMENTS, IDEAS AND ALTERNATIVES <br /> <br />The following "long list" represents all topics and suggestions <br />in the range of possible alternatives for consideration in the <br />Glen Canyon Dam Environmental Impact statement. Many of the <br />topics discussed are not complete alternatives in themselves, but <br />rather concepts that could be incorporated into alternatives. <br />Other topics are more detailed and may be alternatives in their <br />own right. The list is not in any priority order, and numbers <br />are used only for ease of reference. Concepts listed may require <br />additional definition and specificity in order for a complete <br />description at the level of detail needed for EIS analysis. <br /> <br />STRUCTURAL CHANGES <br /> <br />1. Reregulation structure would permit continued operation of <br />Glen Canyon Dam as a peaking power facility, maintaining <br />steady flow releases downstream. Located upstream from <br />Lee's Ferry, constructed and operated in a manner that would <br />prevent water backup into the tailwater of Glen canyon Dam. <br /> <br />2. Construct spring Canyon Pump storage Project. <br /> <br />3. structural measures to artificially recreate marshes. <br /> <br />4. Multiple outlet structure <br /> <br />9 <br />
