Department of the Interior
Washington, D. C. 20240

Dear Sir:

This is in response to your letter of 20 August 1971 to the Office, Chief
of Engineers, requesting review and comment on the attached draft environ-
mental statement on the Crystal Dam, Curecanti Unit, Colorado River Storage
Project, Colorado. Your letter was forwarded to the Sacramento District
for reply.

A review of the statement reveals no proposed actions that would adversely
affect flood control, navigation, or other programs within the jurisdiction
of the Corps of Engineers. We do wish to comment, however, that the change
in design of the dam from earth fill to a double-curvature, thin arch struc-
ture should significantly reduce adverse environmental impact which might
otherwise have occurred in the immediate project area, particularly with
regard to aesthetics.

Ten copies of these comments are being furnished to the General Counsel
of the President's Council on Environmental Quality in accordance with
procedures set up by the Office, Chief of Engineers.

Sincerely yours,

/ ' ,/dF' ""' mcL
~ JAMES C.
