The draft which we have reviewed is based upon the construc- <br />tion of a thin-arch concrete structure at the Crystal site in <br />lieu of the earth fill structure previously planned. <br /> <br />Since the structure previously planned would have <br />required the stripping of much of the canyon area in the vicinity <br />of the crystal site for fill purposes, we consider that the plan <br />now proposed is vastly superior from an environmental viewpoint. <br />While there will be a loss of trout habitat in the reservoir <br />area itself, this is an area which is virtually inaccessible except <br />through hazardous boat travel. As a trout fishery therefore the <br />area is used only infrequently. <br /> <br />The greater part of the canyon area below the proposed <br />dam has never constituted a fishery of any significance. As <br />your report points out, the river on occasion is virtually dry <br />immediately below the Gunnison Tunnel. However, that part of the <br />Curecanti project already constructed contributes to substantial <br />flow of water in the lower reaches at a temperature which is <br />compatible with a trout fishery. As a result, there has been a <br />major improvement in the trout fishery for a stretch of the river <br />over thirty miles below the proposed crystal Dam. <br /> <br />,~-; .""
