.'"'-

~

.

.

~
l\;)
co
w

Work in the Uinta Basin has just been initiated. The full program

contemplates carrying out practices on 120,000 acres which are expected to

result in significant reduction in salt contribution. Here, too, the program

is being well-received locally.

For whatever reason, the Department of Agriculture has not included

money in its FY 1981 budget to continue this very cost-effective on-farm

program for salinity control,

We, the seven states, wish to stress that the on-farm and related

salinity control measures are an important part of the Colorado River Basin

Salinity Control Program, and should continue to be funded and implemented as

expeditiously as possible so that the water quality standards can be met and

water resources of the Colorado River Basin can be utilized in the most

efficient manner. Therefore, the Basin states request that for Fiscal Year

1981, $5,000,000 of the Agricultural Conservation Program be stipulated for

use in continuing the cost-sharing program for salinity control in the

Colorado Basin;. $600,000 for. SCS to provide technical assistance to partici-

pating farmers in the two designated areas; and $150,000 for Science and

Education Administration for research, education, and demonstration. Although

these dollar amounts are substantially less than the monies.needed to keep pace

with the program, these funds will at least be sufficient to continue the pro-

gram and maintain continuity. Efficient control of salinity from agricultural

sources requires that on-farm salinity control measures continue.

On behalf of the Colorado River Basin Salinity Control Forum, I thank

you for the opportunity to present this statement.

dJ~~

/

Daniel F.
March 26,

3
