<br />::>/l_~)li'~ <br /> <br />., <br /> <br />. <br /> <br />. <br /> <br />~ <br />N <br />CD <br />--1 <br /> <br />Statement of <br />the <br /> <br />COLORADO RIVER BASIN SALINITY CONTROL FORUM <br /> <br />before the <br />SENATE COMMITTEE ON APPROPRIATIONS <br /> <br />SUBCOMMITTEE ON <br />AGRICULTURE AND RELATED AGENCIES <br /> <br />presented by <br />DANIEL F, LAHRENCE, CHAIR}lAN* <br /> <br />In favor of 1981 appropriations of: (1) $5,000,000 to ASCS for <br />cost-sharing with on-farm salinity control work in the Colorado <br />Basin; (2) $600,000 to SCS for technical assistance; and <br />(3) $150,000 to SEA for demonstration work. <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />The Forum is composed of representatives, appointed by the Governors, <br /> <br /> <br />from the seven Basin states of Arizona, California, Colorado, Nevada, <br /> <br /> <br />New Mexico, Utah, and Wyoming. The mission of the Forum is to provide a <br /> <br /> <br />Basin-wide coordinated approach to controlling salinity of the River at <br /> <br /> <br />acceptable levels. Members of the Forum are from the water quality agencies <br /> <br /> <br />and the water resources agencies of the State Governments. A list of the <br /> <br /> <br />members is attached. <br /> <br />The Forum has presented statements in the past to the Congress in <br /> <br /> <br />support of funding for the Colorado River Basin salinity control program <br /> <br /> <br />carried out under Title II of Public Law 93-320, the Colorado River Basin <br /> <br /> <br />Salinity Control Act. While most of the activities in the program are under <br /> <br /> <br />the leadership of the Secretary of the Interior, there are a number of very. <br /> <br /> <br />important activities carried out under the direction of the Secretary of <br /> <br /> <br />Agriculture, <br /> <br />The seven Basin states come united to point out the importance of the <br /> <br /> <br />on-farm salinity control measures initiated in 1979 by the Department of <br /> <br /> <br />Agriculture and to support additions to the FY 1981 budget to continue the <br /> <br /> <br />implementation of the on-farm and related salinity control measures effective <br /> <br /> <br />in reducing salt .1oading in the Colorado River. <br /> <br />* <br />Mr. Lawrence is Director, Division of Water Resources, State of Utah <br />
