In the initial feasibility report on the Fryingpan-Arkansas project, prepared by the Bureau of Reclamation and printed as House Document No. 187, 83rd Congress, a 28.000-acre-foot capacity reservoir at the Aspen site on Roaring Fork Was proposed to provide replacement storage for the western slope. As a result of extensive studies of alternative sites and conferences among all. interests in Colorado end concerned Federal agen- cies. the plan was changed to include the larger Ruedi ReSeI"lOir instead of the Aspen Reservoir. A supplemental report by the Bureau of Reclama- tion on the Ruedi Dam and Reservoir was printed as House Document No. 353. 86th Congress. 2d Session. The preliminary cost estimate for the dam and reservoir shown in the supplemental report. based on January 1959 prices. is $12,831.000. The cost of the originally proposed Aspen Dam and Reservoir was esti- mated at $7,600,000. The Fryingpan-Arkansas project \faS analyzed and justified on the basis of this cost for replacement storage. Since the Ruedi Reservoir will perform the same replacement function, that amount was assigned in the supplemental report as a Fryingpan-Arkansas project cost, leaving $5.231.000 of the cost of Ruedi Dam and Reser~oir to be allocated among future project purposes on the western slope. This assignment is in accordance with Principle 3 of the operating principles previously mentioned. Interest during construction waS estimated in the supplemental report at $664.000 and annual operation and maintenance costs were estimated at $19.700. including $10.500 for recreational facilities. The operating principles provide that operation and maintenance costs of Ruedi Reservoir Shall be borne by eastern and w'estern slope water userS in such proportions as may be determined by the Secretary of the Interior. Assuming that the Secretary determines that operation and maintenance costs and costs of interest during construction shall be distributed in the same proportions as construction costs as outlined above. the ass ignment of all costs and amounts reimburs able tfould be as ShOlfO in the following tabulation.
