<br />. <br /> <br />.~ ~..~ (~ <br />~,.}o,J '..! <br /> <br />INTRODUCTION <br /> <br />. <br /> <br />In the initial feasibility report on the Fryingpan-Arkansas project, <br />prepared by the Bureau of Reclamation and printed as House Document No. <br />187, 83rd Congress, a 28.000-acre-foot capacity reservoir at the Aspen <br />site on Roaring Fork Was proposed to provide replacement storage for the <br />western slope. As a result of extensive studies of alternative sites and <br />conferences among all. interests in Colorado end concerned Federal agen- <br />cies. the plan was changed to include the larger Ruedi ReSeI"lOir instead <br />of the Aspen Reservoir. A supplemental report by the Bureau of Reclama- <br />tion on the Ruedi Dam and Reservoir was printed as House Document No. 353. <br />86th Congress. 2d Session. The preliminary cost estimate for the dam <br />and reservoir shown in the supplemental report. based on January 1959 <br />prices. is $12,831.000. <br /> <br />The cost of the originally proposed Aspen Dam and Reservoir was esti- <br />mated at $7,600,000. The Fryingpan-Arkansas project \faS analyzed and <br />justified on the basis of this cost for replacement storage. Since the <br />Ruedi Reservoir will perform the same replacement function, that amount <br />was assigned in the supplemental report as a Fryingpan-Arkansas project <br />cost, leaving $5.231.000 of the cost of Ruedi Dam and Reser~oir to be <br />allocated among future project purposes on the western slope. This <br />assignment is in accordance with Principle 3 of the operating principles <br />previously mentioned. Interest during construction waS estimated in the <br />supplemental report at $664.000 and annual operation and maintenance costs <br />were estimated at $19.700. including $10.500 for recreational facilities. <br /> <br />The operating principles provide that operation and maintenance <br />costs of Ruedi Reservoir Shall be borne by eastern and w'estern slope <br />water userS in such proportions as may be determined by the Secretary of <br />the Interior.
