One should refer to the Biological Assessment for the full <br />background. <br /> <br />Perhaps the guidiog principle, and at the same time the most severe constraint, is thal, <br />except for flood conlfol, in the Lower Colorado River Basin the S=etary is enjoined by <br />the Supreme Court Decree from releasing water except for consumptive uses in the <br />amounts specified in tbe Decree.
