Such a <br /> <br />program is not enly in complete disregard of the rights of tho Upper Basin <br /> <br />states to retain and consumptively use their proportion of the water of the <br /> <br />river, but it would put the Stato of California in the situation where itc <br /> <br />oitizens and interests would of necessity bo opposed to the development of <br /> <br />the Upper Basin state area. <br /> <br />The Foderal Government has now contrncted to deli vcr from Boulder V"c c, <br /> <br />in excess of four billion kilowatt hours of firm power lllUlually.
