W. were <br /> <br />storing water. w. were using it primarily for i8neration <br /> <br />of power. There wa. no real nae4 for con.ervation at that <br /> <br />title. <br /> <br />Thero'e a dramatic chanqe here in 1963 when Lake <br /> <br />powell waa startinq to fill. You notice the very irregular <br /> <br />sequence of use of water in the low, that we were actually <br /> <br />deliveryinq water durinq that period to meet our downstream <br /> <br />orders. <br /> <br />Throuqhout the Dasin the overall concern began to <br />,I <br />shift from flood control to the conservation of water tor <br /> <br />future use. A treaty was .iqned with Mexico iuaranteeinq <br /> <br />delivery of an annual quantity of one million and a half <br /> <br />(l,SOO,OOO) acre-feet of COlorado River water. Legislation <br /> <br />was introduced and paesed that provided for the development <br /> <br />of wa~er tor consumptive use within the upper Basin. As <br /> <br />Glen Canyon began to fill in 1963, the once threatenln9 <br /> <br />flood character ot the Riv.r .eemed to be tamed even IIOro. <br /> <br />nel.as.s from Hoover Daa were reduced to quantities that <br /> <br />would satisfy only minimum downstream requirements for <br /> <br />'.1:-' 'L-..L I "'-,- <br />
