We have

an event here, ~hi. was the beqinning. of storage in Hoover

Dam in 1935. Notice the wide fluotuation here more or Ie..

in each year. Aleo nots that in tho.e .... year. we vou14

have in some years very low flow. So frOlll this period here

in 1935 to 1963 here, we had thi. fluctuation. W. were

storing water. w. were using it primarily for i8neration

of power. There wa. no real nae4 for con.ervation at that

title.

Thero'e a dramatic chanqe here in 1963 when Lake

powell waa startinq to fill. You notice the very irregular

sequence of use of water in the low, that we were actually

deliveryinq water durinq that period to meet our downstream

orders.

Throuqhout the Dasin the overall concern began to
,I
shift from flood control to the conservation of water tor

future use. A treaty was .iqned with Mexico iuaranteeinq

delivery of an annual quantity of one million and a half

(l,SOO,OOO) acre-feet of COlorado River water. Legislation

was introduced and paesed that provided for the development

of wa~er tor consumptive use within the upper Basin. As

Glen Canyon began to fill in 1963, the once threatenln9

flood character ot the Riv.r .eemed to be tamed even IIOro.

nel.as.s from Hoover Daa were reduced to quantities that

would satisfy only minimum downstream requirements for

'.1:-' 'L-..L I "'-,-
