The river
will still be operated within its current and projected routine operations consistent with the
provisions of the Boulder Canyon Power Act and the Decree. Annual releases and diversions are
expected to remain the same with and without the proposal. If Arizona makes a portion of its
unused entitlement available to CA or NV for off stream storage, that will not significantly
change the distribution or delivery of Colorado River water. Nonetheless, the EA does not
address power impacts. However, the DSWR of the Western Area Power Administration asks
the BOR to include a power resources section in the EA. Western would be willing to assist the
BOR in the development of the narrative.

John Holt
Environmental Manager
Western Area Power Administration
Desert Southwest Region
holt@wapa.gov

Attn: ACl006-AA40

- .-...... ..--:....---\

-. .
