The San Diego County Water Authority (Authority) appreciates the <br />efforts of the Department of the Interior and the Bureau of Reclamation to identify and <br />implement means for voluntary transfers of Colorado River water. Through intrastate <br />and interstate voluntary transfers, we believe that much can be done within applicable <br />state and federal law and regulations to prevent the impending water shortages that <br />threaten Nevada and the California coastal plain. It is vitally important that we address <br />these issues now rather than in the near future when our failure to act would present us <br />with a crisis we could have avoided. <br /> <br />Beginning with the City of San Diego application for appropriative rights in 1926, <br />our region has far many decades looked to the Colorado River as a significant part of <br />its water supply strategy. While we were required to merge our rights under the Seven <br />Party Agreement with those of the Metropolitan Water District (MWD) as a condition of <br />joining the MWD in 1946, the Authority continues to pursue cooperative programs with <br />Colorado River water rights holders to help satisfy our current and Mure needs. The <br />Authority has actively engaged with other California agencies to formulate a "4.4 Plan" <br />for presentation to the Secretary and the other basin states, and in partnership with the <br />Imperial Irrigation District has proposed a water transfer that would allocate additional <br />water for urban use with no loss of agricultural production. Use of the Arizona water <br />bank for interstate storage and the San Diego/Imperial transfer are key components of <br />the 4.4 Plan, and the Authority will continue to work with all interested parties to <br />implement these and other vital measures. <br /> <br />MEMBEll AGENCIES <br /> <br />em.. <br />OOdMaf-lscandlde-N.-"COty <br />.
