Johnson <br />March 20, 1998 <br />Page 2 <br /> <br />The proposed offstream banking rules will permit an arrangement between the <br />State of Nevada and Arizona which will be of great benefit to the citizens of Las Vegas <br />Valley and all sonthern Nevada far into the next century. I wonld urge the Secretary to <br />promulgate these rules as expeditiously as possible so that long term plans can be made <br />betweeu the two states. The establishment of that bi-state relationship will be a major step <br />toward achieving a regional solution in the Lower Colorado River Basin. <br /> <br />I appreciate this opportunity to comment on the proposed rules.
