INTRODUCTION <br /> <br />This section discusses the overall purpose of the study, its scope, the <br /> <br />aut~ority by which it was conducted, the coordination between a~encies <br /> <br />participatin~ In salinity control studies, and the process of plan formula- <br /> <br />tion. <br /> <br />Authority for Investi~ation <br /> <br />This study was authorized by Public Law 93-320 (88 Stat. 266) dated <br /> <br />June 24, 1974, "The Colorado River Basin Salinity Control Act", and funded <br /> <br />under authority of Public Law 83-566, The Watershed Protection and Flood <br /> <br />Prevention Act, (68 Stat. 666) enacted in 1954. Section 201(c) of the <br /> <br />Salinity Control Act directs the Secretary of the Interior, the Adminis- <br /> <br />trator of the Environmental Protection A~ency and the Secretary of <br /> <br />A~riculture to cooperate and coordinate their activities effectively to <br /> <br />carry out objectives of Title II of the Act as the basin states continue <br /> <br />developin~ their compact apportioned waters. The Lower Gunnison Unit is one <br /> <br />of four irri~ation source control units desi~nated in Section 203(a)(1)(i) <br /> <br />of the salinity control act for expeditious completion of the plannin~ <br /> <br />report as a means to implement the salinity control policy adopted for the <br /> <br />Colorado River. <br /> <br />To establish a cooperative program for effective execution of the <br /> <br />salinity control act a Memorandum of Understanding, effective November 27, <br /> <br />1974, was entered into by the Department of the Interior and the Department <br /> <br />of Agriculture. A Memorandum of Agreement, effective March 27, 1975, also <br /> <br />was entered into between the Bureau of Reclamation (now Water and Power <br /> <br />Resources Service) and the Soil Conservation Service to implement the <br /> <br />specific cooperative activities called for under Title II of the Colorado <br /> <br />River Basin Salinity Control Act. On January 27, 1976, the Colorado Water <br /> <br />Conservation Board requested assistance from the Soil Conservation <br /> <br />serv~;;'1.20 " <br /> <br />II-l <br />
