<br />::') <br /> <br />,-::.J <br />- <br /> <br />RESPONSES OF BIOLOGY COMMITTEE TO COMMENTS FROM COORDINATION <br />COMMITTEE ON 14 JUNE 1994 DRAFT SAN JUAN RIVER LONG RANGE PLAN <br /> <br />~ <br />- <br />-J <br /> <br />The responses are numbered to correspond to numbers associated <br />with each comment. Copies of all letters of comment are <br />attached. <br /> <br />1). The following was inserted under 3.0 GOALS: <br />The major focus of the San Juan River Long Range Plan (LRP) is <br />recovery of the endangered fish spec~es. The goals as presented <br />below form the general structure of a community approach of which <br />the endangered species are a part. <br /> <br />2). With reference to the authority of the RIP to address non- <br />endangered native species, the plan has as its two major bases <br />the obligation of all federal agencies to fulfill the <br />requirements of the ESA and the responsibilities and authorities <br />of the states and tribal governments for the stewardship and <br />management of natural resources in the basin. The RIP and the <br />LRP do not attempt to supplant those authorities; they recognize <br />them as integral to the accomplishment of the Program. The RIP <br />does not have the authority to do this but the states and tribal <br />entities do. No activities that do not benefit endangered <br />species are proposed in the LRP. <br /> <br />3) In response to concerns expressed regarding application of <br />"conservation" to native species (the specific connotations of <br />this term with respect to the ESA), "conservation" will be <br />replaced with "management." In this case and wherever <br />"conservation" is replaced with "management" in the LRP, <br />management will be defined as implementing actions which are <br />necessary to provide for the biotic and abiotic needs of the <br />native fishes of the San Juan River basin, to maintain viable <br />popUlations of all native fish species, and essential to recovery <br />of endangered species. <br />The preceeding definition of "management" was inserted under <br />Section 1.2 PURPOSE. <br /> <br />Sections 3.1, 3.1.2, and 3.1.3 have been modified to reflect <br />these comments and concerns. <br /> <br />4) The text of the LRP has been modified to reflect these <br />comments. <br /> <br />5) The text of the LRP has been modified to reflect these <br />comments. <br /> <br />6) The biological effects studies are geared to determine <br />impacts of current and future development impacts. At this time <br />not all contaminants of potential concern have been identified or <br />assessed. It is premature to make any assessment of impacts, <br />levels of impacts, or extensiveness of problems without <br /> <br />1 <br />
