These benefits are esti- <br /> <br />mated on an average annual basis for the life of the project, and are <br /> <br />ultimately employed as the numerator in the benefit-cost ratio, which <br /> <br />is in turn employed as a criterion of whether the project is <br /> <br />economically desirable. <br /> <br />6 <br />
