In the past, it has been <br />official policy to recognize benefits of this sort. <br /> <br />Because the benefit-cost ratio reflects only the most <br />apparent and readily measurable effects final decision on <br />the economic justification of a project shall always involve <br />consideration of unmeasured and intangible effects. The <br />effectiveness of the project in meeting the needs and objec- <br />tives of regions, states, and local areas is an important <br />element in justification. The relationship of the project <br />plan to comprehensive development of larger arBas shall also <br />be appraised. The consistency of the plan with national <br />objectives for conservation and development of natural <br />resources, long-range effects, and economic growth shall be <br />evaluated. Social and cultural effects will need considera- <br />tion together with physical accomplishments and economic <br />values to obtain balance and realism in justification.16 <br /> <br /> <br />Also, it is established that such projects do contributa to <br /> <br />the solution of the problams of economically depressad areas. <br /> <br />Elimination or substantial reduction of high rates of <br />unemployment--and related underemployment, in particular <br />geographical areas and among particular segments of the <br />population has long been a national concarn, and a concarn <br />of affected regions.
