THE SECRETARY OF TIlE INTERIOR. Sm: This is my report on a plan of develoJ?ment for the Ruedi Dam and Reservoir, Colo. It is based upon and mcludes my proposed re- port of October 2:l, 1909, which you approved and adopted on October 27, 1959. Copie.s of the proposed report were t.ransmitted tothe affected States pf the Arkansas a.ne] the Colorado Hover Basins, the Secretary of t.he Army, and tothe interested Federal agencies Tor :review as required by la~ and by interagency a.greement. All t.hose who received the re- port, officially have replied except the States of Arizona and Nevada, which would not be substantially affected by the proposed develop- lnellt. Copies of the letters of comment received a're attached. . The proposed project is supported by the State of Colorado and has its full and uneqnivocal apP,'oval as evidenced by the letter of N 0- vember 24, 1959, from the director of the Colorado '"Vater Conserva- tion Board. In that letter, the State of Colorado also furniRhed as- surance of its willingness to asSU1Ue. the 11"l',pa.yrn.ent obliga.tion for the portion of the' cost of Ruedi Dam and Reservoir which may be al- located to deferred J~1Unicipal and indust.rial water supply Ulider pro- vision ofthe Water ioiupply Act of 1958, as follows: . Should such a market, however, not develop to a degree sufficient to return the costs allocated to municipal and industrial water supply, the State> of. Colorado will llll(lertake repayment of the portion neces~ary to assure full re- payment of municipal and industrial water supply costs. As contemplated ill our proposed'report, certain inconsistencies ih t.he operating principles for Ruedi Dam and Rooervoir set forth in the attached regional director's report of September ~5, 1959, were discussed wit.h officials of the St.ate of ColonHlo.
