<br />In swnmary, Ruedi Dam and Reservoir will destroy a beautiful,
<br />high quality, heavily used trout fishery with an O\'ernge annual value
<br />of $60,000; create u fair-sized reservOlr fishery with an annual value
<br />of $:225,000; and increase downstream tlnIlU!ll fishing rallies from
<br />$135,000 to $142,000, or a gain of $7,000. Annual without-the-project
<br />values total $105,000 and with-the-project values $367,000, resulting
<br />in enhancement of $172,000. These values have been est.imated to
<br />represent a 50-year period.
<br />The sunev concludes that etfeets of Raedi Dam and Reservoir on
<br />big and uplrmd O'u.me will be insignificant., but some habitat losses
<br />for waterfowl f.1JlJ. aquat-ic fur animals 'Would occur t.hrongh inunda-
<br />tion of the three smnlllakes in the reservoir urea. Therefol'c\ future
<br />illyest,igatiolls should include consideration of n sllbimpOlll1dment. on
<br />Ruedi and/or Bagley Creeks for fish and wildlife conservation, or
<br />of waterfowl improvements around ::Missouri Heights Hesen'oir, 18
<br />miles nort.hwest of the project area.

<br />Recreation
<br />The recreationa.l aspects of Ruedi Dam and Reserroir hu,"e been
<br />e\"ulllated by reconnaissance bv the National Pad;: Service, Omaha,
<br />Nebr. A memorandum report. dated August 14, 1DtiU, from that
<br />ngenc.y is reproduced as appendix C of this report..
<br />The National Park Sen"ice indicates that considerable recreation
<br />act.ivity CR.n be expecteu at t.he rese.rvoir if operation is such as to
<br />maintain an adequate water surface and rather stable elenltion during
<br />summer months. Public. use likely will include picnicking~ boating,
<br />fishing, hiking-, and camping, There may also be a. demand for sea-
<br />sonal cabin sites which might be fuHilled if suitable lands, not re-
<br />quired for reservoir operatIon or public use, were available. It is
<br />estimated that $05,000 will be relluired for provision of minimum
<br />basic facilities whieh eIln be viewed as a Feeleral responsiiJilit.y.
<br />Development would include a. public uso urea ulon~ the nort.h shore
<br />of the reservoir on a nntural ridge east of Bagley Creck anel :l fish-
<br />ing camp at a suitable location along a. uay on the nort,h shore. If
<br />fin)" additional land is required for recrefltion, as may be indicated
<br />bv futUl'e st.udies, t.he costs would be additional to the $55,000 esti-
<br />mfl.te, As the pot.ential recreation development would be on the north
<br />shore of the reservoir, the relocat.ion of State Highway No. 104 along
<br />the borth side would provide access to those facilities. While details
<br />o(the dam and reservoir const.ruction have not been definitely deter-
<br />mined it is probable that this highway would traverse the reservoir
<br />on the north side.
<br />Estimated annual eosts of the recreational facilities would be
<br />$10,500, consisting 'of $7,500 for a.dminist.ration, operation, and mnin-
<br />tentlnee and $;),000 for replacement of facilities, based upon amor-
<br />t,ization over 25 years. The U.S. Forest Service has indicated, in
<br />accordunce..,\'it.h existing arrangements, that it would administer the
<br />re_ereational facilit.ies since Ruedi Reservoir is within the boundaries
<br />of the White River National Forest.
