In ycaTs of more than ample water supply,
when the mandatory and municipal and industrial water releases
,,'auld not re.o;:,l1lt in a. rese.l'yoil' clrnwclown to 67.0UI) acre-feet, some
::\dditionr.l winter re1eases wonld be l11flde in a, mni-mer to achieve uni-
form total outflow. Such winter releases might provide some down-
strenm benefits but no e,'ulllntion has been made.
The depleted reservoir inflow n.veragillg" 109,200 acre-feet anllually
would be incrcase,l to 125,700 acre-feet, 01' 15 percent, had t.he opera-
tion stndy covercd the longo-term period-1911 to 1Q57. However, the
results of the monthly analysis for the critical years lying wit.hin t.he
shorter August 102Q-,Tuly 1Q48 period of st.Ully wonld not ehange.
The entire water yield of Ruedi Reservoir of iO,OOO acre-feet would
be demanded in a ~yeal' such as 1034 to meet 2014 municipa.l und indus-
trial water reqllirements. Exhibit 6 graphically shows monthly Fry-
ingpan River depletions und inflo..-r to Ruedi Reservoir. Some of the
largest and richest. oil shale deposits in tl1P. \'\orld are located along
the Colorado River near the towns of Rifle, Grand Valley, and De
Bcque.
Requirements for addit.ional municipal and indust.rial \'\at-er as esti-
mated in this report. are based on :L log-il'-al a.nd orderly development
of an oil shale industry. Even partial devclopment of the oil shale
potentialities would require significant quantit.Ies of water for indus-
trial pro('es~ing and for relnted service innust.ries find residential
areas. The .firm of Cameron & .Jonesl Illc'l engineers-consultants, was
ret.ained by the Stllte of Colorado to make n st.udy of water require-
ment.s of the potent.ial oil shale industry and related developments.
The study was summarized in it report dat-ed .July In!)!), a copy of
""hieh is appended to this report. This discussion summarizes data
presented 111 the Cameron & Jones report and other da ta obtained
from stl1l1ies prepared by agencies of the Stnte of Colorado.
The general urea. also contains n. wealth of other resources that
could materially eont.ribllte to the growt.h of population centers and
inel'ease demands for municipal and industrial water. These re~OHrces
include. minera.l deposits. timber resen'es, gas and petroleum reserves,
agricult.lIrlll potentialities~ and recreational possibilities. No attempt
is made ill this report. to evaluate the additionnl requirements for
municipal and indust.rial water t.h:tt could result from future devel-
opment. of industry based all t]lese resources.

Need and pa:ttm'n of oil shale devclojYiJJ.cnt
The demand .for oil in the United States and throughout t.he world
js !!enerally expected to increase for an indefinite period in t.he future.
Per,l"oleum production ill the United Stutes has inereased steadily but

, )~>
