RUEDI DAM AND RESERVOIR, COLO.

Of this :cmollnt, 940.7 pCl'c",nt, or 70,200 nCl'e-feet, wonld be di\"el'ted
from the Fl':yingpall River drainage above Ruedi. De~lllet.illg ~he
depletion from the \Illdepleted strealHflows nt the Rlled, Dam Site,
leaves a depleted reservoir inflow ~Lt Rnedi averaging 125,700 acre-feet
annua.lly and ranging from G:3,200 acre-feet ill a dry year like HI:3-l
to 234,nOO a~l'e.feet ill a wet, year like ID57.
Municipal and iudu.strill-l-water -rcqui"C1nents
The firTH of Cameron 8:. .J ones, Inc., consulting engineers, of Den-
yer has made an invest.igation a.nd l'e.pOlt OIl "'Va.ter Requirements
for Oil Shale, 1960-75" for the State of Colorado which is repl'O-
ducel! in full as appendix D of this report. The l'eport disc\(o;"
that diversion requirements for mll11icipa.l and industrial purposes in
western Colorado and Utah are expected to he 2G2,OOO iwre-feet. an-
llually by 197;;. Of this total, 159,000 acre-feet. of water \yollld be
con::;llmed und ~):1,OO() acre-feet would l'etnI'n to the st.reams.
It is est.imated, further, that 80 percent of the total municipal
nnd industrial water Lli,'el'sion requirementi') would occur in an are.t.
along t,lIe Colorado Hi,'er between Rifle and De Heque, Colo. The
197;:; consumpti\"e-ltse requirement ill t.his urea would be 80 percent
of 150,000 aere-feet, or 1~7,~00 acrc-feet, which could be supplc-
lne.nted or pilrtly fuHilled by storage releases from RlIedi Re.seITOil'.
A. portion of the requirement eould be lllet by surplus flows at points
of llse in the Colorado River.
To ascertain the port, jolt of the tota.1 requirements to be dcri,"ed in
1975 from flows in the Colorado Ri\"er, a daily opera.t.ion study for
t1le crit.ical veal" IfJ~14 was made for the entire Colorado Riyer Syste-lll
above Came() a~sl1111ing fut.ure (lepleted condit.ions. This analysis in-
dicatell that, the cons11l1Ipt.iye-use requirement oT 127,200 acre-feet (li5
e.f.s.) could be IIlet b.l' 88,200 :Lc.ndeet of Colorado RiveT flows and
39,1100 acre-fed, releascrl from Ruooi Reservoir.
The water yield of Rucdi Reservoir will be greater than the re-
quired 39,000 acre-feet of releases in 1975. It was necessary, there-
fore, to project the 1975 requirements by Cn.mcron & Jones into
the flltm'e to determine approximately when the fnll yield of the
reservoir wOlllrl be required. The cnrrent llutiona.l population growth
trend of about 15 percent per decade was applied to t.he 1975 require-
ment::;. Commercial oil shale development wit.h accompanying urban-
ization might expand at a much faster rate.
In any case, the projected. estima.tes show t.ha.t a.bout fiO years
after t.he sehedllletl constnlct.ion of Ruedi Dam and Rese.n-oir, 01' by
the }'eaT 2014, t.he consulllpti\'e use requirement in the Rifle-Dc Beqlle
area would reach 300 c.Ls" or ~17,200 aere-feet. After use of avail-
able ri,'e,.ftows in a critica.l year like 1!);-34, 70,000 a..cre-feet of the re.
quirelllent in year 2014 would need t.o be f1ll11ished from Ruedi
H.e.-;er\'oir. This is a IWLxiIllum ,yield of the reservoir in a year slIch
as In:H. Exhibit 40 gmphieally shows the estjlllated requirements for
nlUnicip~tl and industrial water.
