OPERATING PRlKCIPLES, FRTINQPAN-ARKANSAS rROJECT

The construction and operat.ion of the project involve the diversion
of water from the hcad waters of the FrYIngpan River and other
tributaries of t.he ROll,ring Fork River to the Arkansas Riyer Basin.
The project. contemplntes-
(a.) the ma.ximmn conservat.ion and use of water;
(I,) t.he pl'Otect,ion of west.ern Colorado water uses, both exist-
ing and potential, in aCCO,rdance with t.he declared policy of the
State of Colorado; and -I
(c) the presel'l'at.iou of recreational mInes.
In order to accomplish such purposes, the project. shall be operated
by tJle United States in compliance wit.h the Federal reclamat.ion laws,
the laws of t.he Sta.te of CoJorwo rchLt.ing to t.he appropriation, use,
or distribution of water, and t.he following opera.tmg principles:
1. As used herein:
(a) "Project" meaus t,hat cerh,in enterprise planned and de-
signed by the Bureau of Rechunat.ion, Department of the Interior,
for t.he transmount.ain diversion of water from the hewwaters of
t,he Fryingpan River and other t.ributaries of the Hoal~ng Fork
River to the basin of t.he Arkansas River, together wit.h all of
its appm1enant works >1nd facilities in both eastern and westenI
Colorwo.
(b) "Ea~teMl Colorado" mea,ns that podion of the State of
Colorado lying wit,hin the nat.lU'al drainage basin of the Arkansas
River.
(NOTE.-The principles printed herein have been snl?erseded. See

(c) "Western Colorado" means that pOd,ion of the State of
Colorado lying within the natural drainage basin of the Colo-
r,ulo River and sel"Yed by diversions made from t.he Colorado
River. or its t.ributaries, above its confluence wit.h the Gunnison
River.
(,z) "Sout.heastern Colorado Water Conservanc.y Dist.rict"
means t.hat ent.ity crea.ted to contract for I?ayment, to the United
States of an appropriate portion of project costs allocated to
certain water uses in eastern Colorado.
(e) "Colorado River "Vater Conservat.ion District" means t.hat
entity created by Colorado Revised Statutes 1953, 149-8, as
amended.
(f) "Sout.hwestern IVater Consenation Dist.rict" means that
entit.y created by Colorado Revised Statutes 1953, 149--9, as
amended.
(g) "Ruedi Heservoir" means the reservoir presently planned
for const.ruction on the Fryingpan River above t,he town of BllSalt
as part, of the project.
