The attached report presents the physical plan of develop- <br />for t.he Ruedi Darn Itnd Resen'oir a.nd a justIfication for the inclusion <br />of regulatory storage capacity for the purposes of municipal and in- <br />dustnal water supply or irrigation, flood control, fish and wildlife <br />]Jresorvation and propagation, and recreation in Wle Colorado River <br />Basin. <br />The proposed storage capacity of Ruedi Reservoir is greater thau <br />would be necessary solely to perform the replacement storage fl\Ilc- <br />tion for the Fryingpan-Arkansas project. For this reason, only thltt <br />portion of t.he cost which is in exeess of the cost previously justified <br />for rephcernent storage at t.he Aspen Reservoir site is considered <br />chargeable to Colorado Ri vel' Basin uses. <br />It IS anticipated that the re~latory storage ca.pacity in excess of <br />that necessary to sen.e the Frymgpan.Arkansl1S project function will <br />be required to provide municipal and industrial w"ter supply asso. <br />ciated with t.he oil shale reCOyel"y industry.
