Sparks, Director <br />Colorado Water Conservation Board <br /> <br />Be fore the <br /> <br />TWENTY-SECOND ANNUAL MEETING, COLORADO RIVER WATER USERS ASSOCIATION <br />Thunderbird Hotel <br />Las vegas, Nevada <br /> <br />December 3, 1965 <br /> <br />In June of 1965 the Western Governors' Conference <br /> <br />met in portland, oregon, to consider matters of mutual interest <br /> <br />to the western states. Among the resolutions adopted at that <br /> <br />conference was one approving the creation of a Western States <br /> <br />Water council. Included in the resolution was a provision that <br /> <br />the western Governors would take all feasible steps to provide <br /> <br />the support to give effect and meaning to the creation of such <br /> <br />~ <br /> <br />a council, including the establishment of a staff and central <br /> <br />office to be financed in an amount not to exceed the sum of <br /> <br />$150,000 the first year, from appropriations by each of the <br /> <br />member states equally. It had already been proposed that the <br /> <br />member states be Arizona, California, colorado, Idaho, Montana, <br /> <br />\ <br /> <br />Nevada, New Mexico, oregon, Utah, Washington and Wyoming and it <br /> <br />\ <br />\ <br /> <br />had also already been proposed that Alaska and Hawaii be given <br /> <br />the opportunity to become members of the council if they so de- <br /> <br />sired. <br /> <br /> <br />It is difficult to pin down the precise history eeR~Ra <br />
