1,\' ,it 2, 2 R'-

All IIIVI"~fliJlI

The land, forests, water and other resources of the Encampment Unit can be managed in a variety of ways to benefit
society. Choosing a management strategy - or alternative - depends not only on the suitab;I;t~' and availability of the
resources, but on society's long-term goal for the land. The goal, in turn, is influenced by our need for forest
products, other benefits or experiences the land can provide, and personal desires and preferences.

On the Encampment, or elsewhere, it is not possible to maximize all uses and products. Some forest uses cannot
occur simultaneously on the same acreage. For example, wilderness conflicts with timber management to produce
wood products, yet in a large area such as the Encampment Unit you can have some of each. The Question is: How
much of each is preferable and where are they to be applied?

The five land use alternatives described in this packet encompass a range of possible management strategies. They
run the gamut from management to maintain wilderness-type conditions to management optimizing the output of
forest products. Others, besides those described, are possible and may prove to be more suitable.

As you review these alternatives, remember that the multiple use concept does not mean doing everything on every
acre. Instead, it is meant to produce a harmonious pattern or mosaic of land use. These patterns are described under
each alternative and are depicted on the accompanying maps.

At this time, we do not have a preference" for a particular alternative. Following the public discussion and response
we will proceed to select a management strategy. It may be one of the presently identified alternatives, a new one
based on your response, or a combination. We invite your participation in one or more of the workshops scheduled
to discuss the Encampment Unit, and look forward to your involvement in this planning effort.

WALTER B.
