As per the <br />Administration's instructions to me at the December 12, 1989 <br />meeting, I am forwarding this to the Administration members for <br />your consideration. It is my understanding that the City and the <br />Operations Secretary are to consider the Administration's approval <br />to have been granted unless objection is received from either or <br />both States comprising the Administration within a three-week <br />notice period by the Operations Secretary. Whereas, this letter is <br />dated April 22, 1996, I will expect any objection to be filed with <br />me by the close of business May 13, 1996, otherwise thereafter I <br />will allow the proposed operation to commence. <br /> <br />Thank you for your consideration of this matter. <br /> <br />Sincerely, <br /> <br />~_.
