Spice Center <br /> <br />The 1311th meeting of the Arlawas. White-Rcd Basins Intel1lgellC)' Comnrittee (A WRBIAC) met on <br />April 23, 1997. al the Stenni& Space Center in Mississippi. The meeting's theme was ''Hyp:Ixia and Gulf <br />of Mexico Program". <br /> <br />Call to OrderlRoD Call <br /> <br />Chailman Kalven Tria: tailed the meeting 10 onler at 11:30 p.m. 011 April 23. It ila pleasure and an <br />opponunity for me 10 seMI as A WRBIAC chairman. A WRBIAC has a long history. II is Ihrough your <br />dedicated work as participating members and agencies thaI have made A WRBTAC a SlK:CC55. <br />A WRBIAC's purpose of l:OOrdination policies, plQgramB, and ~ties an: commendable and very much <br />needed. As we move IOwan! the next century and as budgets get tighler, il is paramounl that we <br />coordinate 0lJl activities and' get the biggest bang for the buck as possible. Certainly this is what our <br />cili2eDl expect. <br /> <br />We learned as pan of the 1996 Fann BiII,lhallocal people WllIU more inpuI in selling priorities to solve <br />their Datura! resoun:e concerns. One thil13 our ClISlomel1l made clear is thaI they do want big government, <br />Slate or Federal, to detennine their prioritic:s and solutions. <br /> <br />A WRBlAC's purpose is in line with their expectations. That is for State and Feders1 agencies to <br />c:oonlinate their activities and policies to provide tools to address our natural resource concerns, In our <br />too] box we have programs of the different Slale and Federal agencic:s. As projecu are planned and <br />developed, local sponsors sa to the tool box and selcd those Slale. Federal, and foc:al progr.un& that will <br />solve their I18lu11l1l'CS01JlCe concerns. This is the way agencles shoold work.
