<br />MAY 1982 <br /> <br />Plan One - Continuation of Ongoing Programs-28,450 Acres <br /> <br />This plan assumes continuation of ongoing conservation programs. <br /> <br />Landowners in the valley are actively applying conservation land treatment. <br /> <br />Some treatment is applied by individuals on land under their control while <br /> <br />other practices are implemented by groups of landowners for mutual benefit. <br /> <br />Rates of implementation are influenced by the amount of funds available <br /> <br />through government cost-share assistance programs, the practices eligible <br /> <br />for government assistance, and the financial resources of landowners to <br /> <br />install irrigation improvement measures. Application of soil and water <br /> <br />conservation practices is expected to continue whether or not an accelerated <br /> <br />program for salinity control is forthcoming. <br /> <br />Implementation of this plan will not reduce the amount of water <br /> <br />diverted annually for irrigation. Annual seepage from onfarm ditches would <br /> <br />would be reduced by about 100 acre-feet. Improved onfarm management of <br /> <br />irrigation water would provide 47,OUO acre-feet of water annually for <br /> <br />consumptive use by farm crops throughout the valley. Annual return flow to <br /> <br />the river system, the sum of seepage, deep percolation and tailwater runoff, <br /> <br />essentially would not be reduced. <br /> <br />Annual funding under USDA's Agricultural Conservation Program for <br /> <br />federal cost-share assistance allocated within the study area during the <br /> <br />past five years has averaged about $86,000. The most common conservation <br /> <br />practices installed under that level of funding are ditch lining or <br /> <br />pipeline. The quantities and costs of conservation practices expected to be <br /> <br />installed during the next six years, assuming continuation of present levels <br /> <br />of funding and cost-share rates are: <br /> <br />V-5 <br /> <br />OC1879 <br />
