INTRODUCTION <br /> <br />This section discusses the overall purpose of the study, its scope, the <br /> <br />authority by which it was conducted, the coordination between agencies <br /> <br />participating in salinity control studies, and the process of plan <br /> <br />formulation. <br /> <br />Authority for Investigation <br /> <br />This study was authorized by Public Law 93-320 (88 Stat. 266) dated <br /> <br />June 24,1974, "The Colorado River Basin Salinity Control Act", and was <br /> <br />funded under authority of Public Law 83-566, The Watershed Protection and <br /> <br />Flood Prevention Act, (68 Stat. 666) enacted in 1954. Section 201(c) of the <br /> <br />Salinity Control Act directs the Secretary of the Interior, the <br /> <br />Administrator of the Environmental Protection Agency and the Secretary of <br /> <br />Agriculture to cooperate and coordinate their activities effectively to <br /> <br />carry out objectives of Title II of the Act as the basin states continue <br /> <br />developing their compact apportioned waters. The McElmo Creek Unit is one <br /> <br />of five diffuse source control units designated in Section 203(a)(1) of the <br /> <br />salinity control act for expeditious cocpletion of the planning report as a <br /> <br />means to implement the salinity control policy adopted for the Colorado <br /> <br />River. <br /> <br />To establish a cooperative program for effective execution of the <br /> <br />salinity control act a Memorandum of Understanding, effective November 27, <br /> <br />1974, was entered into between the Bureau of Reclamation and the Soil <br /> <br />Conservation Service to implement the specific cooperative activities called <br /> <br />for under Title II of the Colorado River Basin Salinity Control Act.
