Panel approves $6.1 million

WASHINGTON - A House
committee yesterday recommend-
ed spending $6.1 mil1ion next year
on the Animas-La Plata water pro-
Ject In southwestern Colorado _
three times what the Reagan Ad-
ministration wants to spend.
The appropriations committee's
action, whleh still must be ap-
proved by the full House, the Sen-
ate and President Reagan, repre-
sents a victory for freshman Rep.
Ben Nighthorse Campbell, D-Colo.,
who had lobbied the panel hard for
the money.
Campbell even persuaded the
House energy and water appropri_'
aUon, subcommittee chairman.
Rep. Tom Bevl11. o.Ala., and rank-
Ing minority member, Rep. Jobn
Myers, R.Indiana, to travel to Col.
orado to view the project site.
The $6.1 million is more than
three times the $1.9 million Rea-
gan included for the project In hts
{jscal J 988 budget blueprint _ and
only $100,000 IcS!l than the $6.2
million Campbell requested.
that's probably not the best
record in the word, but it's not bad
for a freshman," Campbell said.
Although the Animu-La Plata
project was first authorized by
Congress In 1968, no federal mon-
ey Wat appropriated (or it until
this year,
