<br />ontl91'l <br /> <br />In recent years, the reservoir has been operated in such a manner so as to create <br />adequate space to capture the anticipated snowmelt runoff. In most cases, releases from <br />Homestake Reservoir to the Homestake Tunnel are made during the months of March and <br />April to create room for the runoff. Colorado Springs and Aurora have made additional <br />water purchases to help supply growing water demands and, as a result, historic <br />Homestake Reservoir operations may not be indicative of future operations. <br /> <br />Reservoir end-of-month storage contents and releases through the outlet works to <br />Homestake Creek are measured and recorded by the City of Colorado Springs. Reservoir <br />inflows are calculated and also recorded by Colorado Springs. <br /> <br />Homestake Tunnel (WOlD 3746141 - The Homestake Tunnel extends approximately <br />5.6 miles under the Continental Divide and is used to convey all water collected at the <br />project facilities and stored in Homestake Reservoir. The 66-inch-diameter Homestake <br />Tunnel is capable of carrying at least 300 cfs. However, according to project operators, <br />flows through Homestake Tunnel must be regulated such that the total inflows into <br />Turquoise Reservoir (Homestake Tunnel imports plus the natural flows of lake Fork Creek) <br />do not exceed 300 cfs, Although not this limitation is not decreed, it is part of an <br />agreement with the U, S, Forest Service, During winter, streamflow in lake Fork is <br />basically frozen such that Colorado Springs will usually divert all of the 300 cfs through <br />the tunnel. <br /> <br />WATER RIGHTS <br /> <br />All of the project water rights were adjudicated on June 8, 1962 and were granted <br />an appropriation date of September 22, 1952. All of the rights share an Administration <br />Number of 39650.37520. These water rights are summarized in Table H-1. As can be <br />observed, portions of the water rights have been made absolute. <br /> <br />BYPASS REQUIREMENTS <br /> <br />Project operations are restricted by minimum bypass flow requirements, stipulated <br />to as part of the environmental permitting process.
