These measurements are different from an <br />inventory. Inventories are a measurement, or a number of measurements, made at a specific <br />point in time. Inventories are often used to establish baseline conditions against which all <br />other measurements are compared, and they are generally the first step in conducting a <br />monitoring effort. The <br />success of monitoring requires stability and consistent methodologies that are modified only <br />after in-depth evaluations. Protocols will be developed and reviewed at different intervals for <br />scientific relevance. Maintenance of long-term databases and archives is an essential <br />element of the monitoring program. <br />Monitoring programs will be initiated through a competitive selection processes that <br />includes an open request for proposals, which may be awarded for up to five years, as <br />awropriate. Monitoring programs will be selected through an independent peer review <br />process, evaluation by GCMRC staff and consultation with the AMWGrrWG. Criteria for <br />selection of differing proposals will include support of management objectives and <br />information needs, scientific capability and merit, and cost effectiveness.
