California and the provisions of the Colorado River Storage <br />440 Project Act of 1956 and the Colorado River Basin Project Act of 1968 that govern allocation, <br />441 appropriation, development, and exploration of the waters of the Colorado River Basin." <br />442 Finally, the actions of the Secretary will also be consistent with all other Federal and state <br />443 laws relating to resources, federal, tribal, state, and local interests. <br />444 <br />445 TIlE GLEN CANYON DAM ADAPTIVE MANAGEMENT PROGRAM (AMP) <br />446 The GCDEIS calls for the establishment of the AMP to assess the effects of the <br />447 Secretary's actions on downstream resources. The critical entities in the AMP include: the <br />448 Secretary and hislher designee, the Adaptive Management Work Group (AMWG), the <br />449 Technical work Group (TWG), the Grand Canyon Monitoring and Research Center <br />450 (GCMRC), and the Independent Review Panel(s) (IRPs). These are shown in Figure 2.1 <br />451 from the GCDEIS. <br />452 The AMWG and TWG include representatives from Federal and state resource <br />453 management agencies, Native American tribes, and a diverse set of other private and public <br />454 stakeholders. The AMWG is appointed by the Secretary of the Interior under the Federal <br />455 Advisory Committee Act. The roles for the specified entities in the AMP are defmed in the <br />456 GCDEIS (pgs. 34-38) as follows. <br />457 Secretary's Designee: <br />458 . Serves as the Secretary's principal contact for the AMP and as the focal point for issues <br />459 and decisions associated with the program. <br />460 . Chairs the AMWG. <br />461 . Responsibilities include ensuring that the DOl complies with its obligations under the <br />462 GCP A and ROD for the GCDEIS. <br />463 .
