It is also highly <br />276 regulated in terms of river flows and use. Its uniqueness demands careful stewardship. As <br />277 part of the Glen Canyon Dam Adaptive Management Program (AMP) the Grand Canyon <br />278 Monitoring and Research Center (GCMRC) is developing a long-term monitoring and <br />279 research program to evaluate" ...the effects of the Secretary's actions..." on downstream <br />280 resources in the Colorado River ecosystem within Glen Canyon National Recreation Area <br />281 and Grand Canyon National Park. The programs described in the Strategic Plan adopt a <br />282 conservative approach to measuring environmental attributes that reasonably might be <br />283 affected by dam operations, and for which no surrogate attributes exist. However, this <br />284 program does not propose monitoring or research of those attributes clearly unrelated to <br />285 "...the effects of the Secretary's actions...," or which are adequately represented by other <br />286 parameters. It also emphasizes the use of non-invasive monitoring approaches in the Grand <br />287 Canyon, whenever possible. <br />288 <br />289 PURPOSE AND SCOPE OF TIlE GCMRC STRATEGIC PLAN <br />290 This Strategic Plan contains a description of the protocols developed by GCMRC and <br />291 the Transition Work Group to implement GCMRC's roles and responsibilities as the science <br />292 arm of the AMP.
