When such releases ond inflows are insufficient, the minimum <br />flow would be supported by exercise of a 1969 Pittsburgh and Midway (P&H) direct <br />flow decree donated for instream flow purposes and, if necessary, by releases <br />fro.. Bureau of Reela..ation (USBR) storage in Blue Mesa reservoir. <br /> <br />~~ <br /> <br />go <br />eo <br />~ <br /> <br />The sensitivity of upper basin development potential to this baseline <br />instream flow regime will be tested by selecting a representative basin <br />development plan and running the basin model .wi th a suite of alternate instream <br />flow strategies. The specific alternate strategies will be identified at a <br />later date to perMit further deliberations by the instream flow working group. <br />These alternate strategies could include seasonally varying flow requirements, <br />support of instream flows by modifying storage targets, or using a tiered set of <br />priorities for operational storage, instream flows, and minimum power pool. <br /> <br />Decrees and Proposals of the CWCB <br /> <br />The CWCB presently holds or has applied for instream flow decrees on ?? <br />stream reaches in the Gunnison Basin. In addition, preliminary recommendations <br />have been made for 11 additional stream reaches. These decrees, applications, <br />and recommendations are listed in Appendix V-I. <br /> <br />The adjudicated decrees and applications will be included in the basin <br />model as legitimate woter rights. The preliminory recommendations, which are <br />subject to revision prior to making a formal apPlicat~ will not be <br />represented.
