This public involvement program will be guided by three objec- <br />tives: <br /> <br />. To inform and educate the public as to project purpose, need. <br />impacts, and benefits; <br /> <br />. To aecurately refleet the values and concerns of all water inter- <br />ests; and <br /> <br />.
