Article 8 states the District shall have the permanent right to use and <br />dispose of Project water subject to the right of the United States to <br />exercise control there over for flood control, recreation, and fish and <br />wildlife purposes. Project water in excess of that necessary to satisfy <br />Project water requirements in any year shall be retained in Lemon <br />Reservoir to the extent of available capacity for use during succeeding <br />years. <br /> <br />. Article 22 states the United States claims ail of the waste, seepage, and <br />return flow water derived from Project water and the same is hereby <br />reserved and retained by the United States for beneficial use on the Project. <br />(The State may not recognize this right and the United States would need <br />to obtain a water right on this water to use it.) <br /> <br />. Article 32 states that whik: this contract is in effect, no change shall be <br />made in the District, by inclusion or exclusion of lands, by dissolution, <br />consolidation, or merger or otherwise, except upon the United States <br />written consent thereto. <br /> <br />K.
