. Article 8 states the District shall have the permanent right to use and
dispose of Project water subject to the right of the United States to
exercise control there over for flood control, recreation, and fish and
wildlife purposes. Project water in excess of that necessary to satisfy
Project water requirements in any year shall be retained in Lemon
Reservoir to the extent of available capacity for use during succeeding
years.

. Article 22 states the United States claims ail of the waste, seepage, and
return flow water derived from Project water and the same is hereby
reserved and retained by the United States for beneficial use on the Project.
(The State may not recognize this right and the United States would need
to obtain a water right on this water to use it.)

. Article 32 states that whik: this contract is in effect, no change shall be
made in the District, by inclusion or exclusion of lands, by dissolution,
consolidation, or merger or otherwise, except upon the United States
written consent thereto.
