Is it not true that new conservation practices (i.e. sprinkler irrigation) if adopted by <br />current users of Lemon Reservoir yields would adversely affect aquifers now fed by <br />gravity irrigation practices and now utilized by community residents for domestic <br />purposes? <br /> <br />Please see discussion in Citizens' Questions I.E above. It is anticipated that conservation <br />measures on the Florida Project would affect the domestic wells in the Project area. <br /> <br />17. Is it not true that conservation practices inevitably result in a reduction in open <br />waters in fields and canals, with a resulting adverse impact on riparian values and <br />wetlands? <br /> <br />Please see discussion in Citizens' Questions I.E above. Operation studies and wetland <br />inventories would be required to assess potential impacts to wetland/riparian areas. <br />Mitigation measures would be required to offset any impacts to wetland/riparian areas <br />caused as a result of implementing water conservation techniques. <br /> <br />18. Is it not true that if in a conservation effort riparian areas and wetlands are <br />preserved, only modest amounts of water can be freed up largely as a result of <br />reducing evaporation? <br /> <br />Please see discussion in Citizens' Questions I.E above. Operation studies and wetland <br />inventories would be required to assess shortages and potential impacts to wetland/riparian <br />areas, and to determine the amount of "saved" water available for other uses/users, after <br />shortages and mitigation requirements are met. It is anticipated that satisfaction of <br />shortages and mitigation requirements would reduce or eliminate the amount of the "saved" <br />water that could be made available for other users/uses. <br /> <br />21. Is it not true that conservation efforts adversely affect deep percolation, and therefore <br />return flows, which are relied upon by downstream irrigators, and to satisfy certain of <br />the water rights awarded to the Southern Ute Tribe in the 1991 Consent Decree? <br /> <br />Please see discussion in Citizens' Questions I.E above. Operation studies would be <br />required to determine if there may be any "saved" water that could be made available for <br />other uses/users, after mitigation requirements are met. <br /> <br />22.
