This term (as used in SenateDoc1llllent No.'o <br />97) identifies the agency which investigates, formulates, and reco~ends <br />authorization of a water resource development. Normal1;v, it will also con-' <br />struct such Ii development or project and either operate and maintain it or <br />arrange for its operation and maintenance by others. As previously indi- <br />cated, project shore lands and water areas that need not be reserved sole1;v <br />to the basic water-control functions may be managed by various appropriate <br />administerins ~encies according to a management plan. Insofar as practi- <br />cable, the administering agencies should be designated in the project pre- <br />authorization report. <br /> <br />f. ; Pre authorization Report.. A report prepared by the sponsoring, <br />agency covering an overall plan of benefits and functional purposes of a <br />project on the basis of which legislative or other authorization for con- <br />struction maY' be granted. Such a report will contain evaluations of project <br />associated rdsources at reservoir sites as a preliminary to a PAR Plan. The <br />chapter or chapters covering such resources may be based largely on reports <br />and information from other agencies to the extent that such reports are . <br />available as well as on joint studies by the sponsoring agency and cooperat.. <br />ing agencies. <br /> <br />5. Responsibility for Preparation, The several functions of multipl~- <br />purpose reservoirs are necessari1;v interrelated and may interact upon each <br />other in complex ways. If a change is made in any one of them, others are <br />usual1;v affeoted. To assure development of a balanced overall project in <br />which all elements are reasonab1;v compatible, it is important that the <br />planning for'all of the various functions be integrated. This involves con... <br />sultation with agencies having specialized knowledge of values, interests, <br />and opportunities other than water control and utilization. Inasmuch as the <br />construction and maintenance criteria and procedures for the basic water <br />control functions may have significant bearing on the functional planning fbr <br />all of the project elements, the sponsoring agency usual1;v is in the best . <br />position to accomplish integrated planning most effectively. According1;v, it <br />is considered that the PAR Development and Management Plans should be pre- . <br />pared by the sponsoring agency. In cases involving lands within the s.tatu- <br />tory respons:l;bility of other administering agencies, joint PAR Plans should <br />be prepared by such agencies with the sponsoring agency as may be. agreed upOn <br />by those involved. The reports of other agencies and interests which are . <br />consulted will ordinarily be used as supporting documents. <br /> <br />6. F1rtancinP:, The costs of preparing the PAR Plans will usually be <br />financed froni project funds. It is preferable that the funding be' provided <br />as a part of .the basic programming and budgeting for the overall project <br />because! <br /> <br />a.
